Well, first off, a sociopath is someone who lacks a moral conscience. Someone who would intentionally hurt someone or refuses to appologize even if they are well aware they did something wrong (just examples.) From your description, he doesn't sound exactly like a sociopath, just someone either forgetful, lazy, or well... a loser. My advice: don't get worked up about it. If he is actually interested or would put any effort into things... he would! Don't take it personal, let the loser come to you.
